Can I create a Google Cloud diagram without storing it in the cloud?

Yes. Local boards stay in browser storage and do not require an account. Cloud storage is an explicit option for boards that need account access or sharing.

Which formats can I export?

Export to PNG or SVG for documents and presentations, or retain a native .cvz file. Compatible Excalidraw import and export are also supported.
